Providence Health & Services Vice President - Senior Labor and Employment Counsel in Renton, Washington
Providence St. Joseph Health is calling a Vice President, Senior Labor and Employment Counsel in Renton, WA.
Under the guidance of the Senior Vice President, Chief Labor/Employment Counsel, and in coordination with other Labor/Employment Attorneys, the Vice President, Senior Labor/Employment/Counsel will serve as labor and employment counsel to employers throughout the system, including representation and day-to-day advice in all aspects of labor and employment matters and related litigation. Represents employers in the system before the EEOC and corollary state agencies, DOL, NLRB, and other administrative forums. Represents employers in the system in traditional labor matters, such as organizing issues from the pre-petition stage through post-election procedures, litigation before the NLRB, grievances and arbitrations, and serves as the spokesperson during collective bargaining negotiations for many of the collective bargaining agreements throughout the system. Provides advice and guidance in the development of labor relations strategies, communication and education.
In this position you will:

Establish and maintain effective working relationships with staff at all levels in Providence Strategic and Management Services (PSMS), as well as with other Providence Health & Services staff, vendors and agents, and others.
Collaborate and advise the organization’s HR Business Partners and HR leaders, chief executives, and managers.
Work collaboratively with other Labor/Employment Counsel and the attorneys in the Department of Legal Affairs to ensure alignment on legal matters.
Coordinate with the Chief Legal Officer, General Counsel, and Deputy General Counsels in providing assistance and guidance regarding Providence St. Joseph Health legal affairs.
Provide strategic advice regarding all aspects of labor law. Provide legal analysis, advice and counsel to each employer on labor and employment matters.
Actively participate in providing regular and timely legal information as a continuing educational resource for Providence Health & Service ministries, including development of presentation materials, delivery of presentations, and development of written summaries regarding labor and employment regulatory/legal changes affecting employers.
Provide research and technical support and drafts legal opinions for the determination and resolution of complex legal issues.
Respond to administrative agencies, demand letters, and other claims.
Manage and coordinates relationship with outside counsel on employment litigation to meet organizational goals, in a cost-effective manner. Assess best case strategy and need for settlement on litigation, guides outside counsel, and supervises the work of outside counsel. Provide advice directly to client regarding litigation management.
Work with HR Business Partners and leaders to improve investigatory processes and outcomes, and other proactive steps to mitigate risk.
Serve as spokesperson in labor contract negotiations and/or serves as a resource to Human Resources Director or negotiators by providing information on the provisions in current contracts and the impact of contract changes.
Collaborate with multi-disciplinary system and regional leaders’ communication and corporate campaign efforts.
Coordinate contract preparation and strategy development, and consults and provides expert advice on labor relations to organizational leaders and managers.
Develop relationships with and, as appropriate, serve as contact with labor unions on specific contracts. Develop relationships with and serve as contact with the NLRB and other government agencies.
Design and sponsor management labor education to incorporate Catholic social teachings. Work with HR Leadership to develop specific curriculum and course materials.
Keep region updated on labor legislation, labor market conditions, and union practices.
Develop content for privileged resource website available for HR Leaders.
Review labor relations communication plans for legal compliance, and work with internal resources to prepare and implement timely and effective communications with employees, managers, and senior leadership.
Participate and represent Providence in labor relations forums and professional associations.
Collaborate with System leaders and DLA, as appropriate.
Keep HR Executive Team and HR Leadership updated on relevant emerging issues.
Effectively collaborate with key HR leaders and Chief Executives to support the operational and organizational goals and objectives. Maintain clarity as to appropriate role of legal counsel within operational unit. Ongoing effective labor communications. Manage labor relations and legal compliance in a manner that is congruent with Core Values and Catholic Social Teachings on labor.
Remain current and knowledgeable with respect to labor/employment law, particularly with issues affecting health care. Perform routine and complex work assignments independently.
Required qualifications for this position include:
A Doctor of Jurisprudence degree from an accredited law school, or the equivalent. Admission to state bar in Oregon, California or Washington required within one year of employment.
Extensive experience (8-10 years) in practicing employment litigation and labor law, with in-depth knowledge of the NLRA and contract negotiations.
Expert knowledge of labor laws, collective bargaining, and employment law.
Strong verbal and written communication skills and the ability to use adult learning principles.
Demonstrated leadership skills, negotiation skills, critical thinking, problem-solving and analytical skills.
Preferred qualifications for this position include:
- Experience as in-house counsel in similar role.
