Providence Health & Services Regional Medical Director, Behavioral Health Services – Oregon in Portland, Oregon
Providence Behavioral Health Services is seeking a full time Regional Medical Director to oversee the Oregon region, in dyad partnership with the Executive Director of Behavioral Health. The largest provider of behavioral health services in Oregon, Providence sees more than 12,000 visits per month across their wide variety of services including:
Acute Psychiatric Care
Two 33-bed Adult Psychiatric Units
One 19-bed Senior Psychiatric Unit
One 22-bed Child/Adolescent Psychiatric Unit (age 5-17)
ProvAIR, the 24/7 Assessment, Intake and Referral call center that coordinates all acute care referrals and provides UM support for the region
Partial Hospital/Intensive Outpatient
Two Adult Partial Hospital/IOP programs\
Two Adolescent Partial Hospital/IOP programs (one opens Spring 2021)
Adult & Adolescent Eating Disorders programs
Two Substance Use Disorders program
Three Adult clinics (one in Hood River)
Two Child/Adolescent Clinics
One Senior/Adult clinic

BH Concierge/Caring for our Caregivers, providing virtual Caregiver Assistance Program visits and consultations to core leaders for support of units with high needs
Work2BeWell, providing mental health education, advocacy and engagement opportunities for Oregon youth
Mental Health and Substance Use Clinical Programs Group, providing System wide engagement with other BH leaders in service to standardizing and optimizing services across Providence

The Regional Medical Director, Behavioral Health Services – Oregon will provide strategic, clinical and operational leadership in collaboration with the Executive Director of Behavioral Health to accomplish the objectives of providing high quality behavioral health services in the Providence Oregon Region. The focus of the position is to create an organizational structure for the clinical practice of Psychiatry that encourages participation of the staff by implementation of philosophy and models that enable and engage full participation, collaboration and ownership for excellent services with fiscal responsibility for Psychiatric practice by all staff. Responsible for supervising all psychiatric medical directors and collaborating with them in developing and implementing quality focus and psychiatric practice guidelines within the areas where Psychiatrists and Psychiatric Nurse Practitioners provide care. This collaboration will focus, with input from the Psychiatric staff, on developing the concepts and evidenced based practices for the practice of Psychiatry in the region across the inpatient, ambulatory and primary care programs using team based collaborative and integrated care approaches. The Senior Regional Medical Director of Behavioral Health will be responsible to structure and ensure implementation of these agreed upon deliverables in partnership with the rest of the Behavioral Health Leadership Team.

The Regional Medical Director, Behavioral Health Services – Oregon will have the following principal accountabilities:
In collaboration with the OR Regional BH Leadership Team, reaches consensus for quality of care standards for all services performed by Psychiatrists and Psychiatric Nurse Practitioners in the region, including SW Washington.
Implements provision of these standards that meet or exceed licensure and certification requirements and ties them to bonus structures and other incentives where feasible.
In collaboration with the OR Regional BH Leadership Team, establishes QM Continuous process improvement in professional services.
In collaboration with Executive Director BH, implements agreed upon quality of professional care standards incorporating these standards into performance management process and compensation model.
Participates in Department of Psychiatry Quality Management meetings, regional unit and services QM meetings, and BH Operations meetings as assigned.
Collaborates with Psychiatry leadership and programs and services operational leadership to organize and optimizes psychiatric practice in BH multi-disciplinary teams.
Supports establishment of Medical Staff Department of Psychiatry structures and process in facilities BH services are provided. Operational and administrative role prohibits direct involvement in peer review process.
Collaborates with OR Regional BH Leadership Team in development and implementation of financial targets for psychiatric professional services including budgets, staffing models, and productivity.
In collaboration with Regional Medical Director Child Psychiatry and the Unit/Service Medical Directors, ensures adequate staffing by participation in recruitment and hiring process.
In collaboration with Regional Medical Director Child Psychiatry and the Unit/Service Medical Directors, develops staffing communication and plans including on-call and weekend coverage.
Actively participates in the System Mental Health and Substance Use Clinical Performance Group, with a seat on the Leadership Council. See that all focus groups have provider input.
Additionally the Regional Medical Director, Behavioral Health Services – Oregon will have the following essential accountabilities:

Maintains knowledge of work-appropriate aspects of environment of care programs, complies with policies and reports unsafe conditions. Successfully completes Environment of Care Healthstream modules in the required timeframes and participates in fire drills and emergency exercises.
Develops individual objectives consistent with the Providence Health System's Oregon Management System. Measures and reports on individual objectives quarterly.
Develops quality metrics that are tied to performance as the basis of provider contracts and bonus structures and develops incentive programs to ensure engagement and retention of providers.
Required education/experience for this position include:
Board certification in Psychiatry.
Current licensure to practice medicine in the state of Oregon.
Minimum 5 years of direct Psychiatric practice in multiple practice settings including acute psychiatric care required, 7 years preferred.
Experience as a Medical Director in a Behavioral Health setting
Demonstrated knowledge in practice of general psychiatry
Demonstrated experience working within multidisciplinary team approach and ability to coordinate with various members a team for delivery of services.
Demonstrated ability to work effectively with medical staff and allied behavior health clinicians including Registered Nurses, Social Workers, Psychologists, and Mental Health Therapists.
Knowledge of best practices, and clinical practice guidelines for Psychiatry, acute psychiatric care and partial hospitalization.
Demonstrates ability to effectively identify and solve problems within collaborative approaches of leadership and as part of a team.
Demonstrated organizational skills, leadership, efficiency and values of excellence for patient care, caregiver satisfaction, within fiscally sound objectives.
Demonstrates knowledge of regulatory standards and requirements.
Demonstrated ability to advocate, communicate, liaison and interface within organization structures promoting integration and cooperation with other medical staff disciplines and services.
Demonstrated ability to provide supportive, professional supervision to physicians, psychiatric nurse practitioners and other professionals regarding overall performance including clinical best practices.
