Providence Health & Services Director Research Budgeting PSJH *Telecommute* in Montana

Providence St. Joseph Health is calling a Director Research Budgeting PSJH to work remotely within our footprint states: AK, CA, MT, OR, TX and/or WA.

We are seeking a Director of Research Budgeting to provide strategic guidance for the development and evolution of clinical trial budgets throughout PSJH. The position will interface with research finance to drive cost transparency and establish a standardized process for clinical trial cost and budget development, with a cost-neutral to revenue positive performance for clinical trials. This position will identify opportunities for innovative budgeting tools to streamline negotiations and reduce variability and improve budget negotiation timelines with sponsors/CROs. The position will provide strategic direction to a team of clinical budgeting experts and develop a model that is scalable to the various needs of the regions. This position is responsible for monitoring and interpreting national and state laws and regulations governing research, physician payments, and other initiatives that may affect clinical research. This position will create and implement policies, procedures, internal controls, and KPIs for the Research Budgeting department. The position will also serve as a liaison to industry sponsors and coordinate budget development for industry partnerships for multi-state projects and strategic research initiatives.

In this position you will have the following responsibilities:

  • Responsible for directing and providing expertise for efficient and consistent clinical trial budgeting function. Establish budget templates and optimize reimbursement for study services to drive the financial viability of research throughout PSJH.

  • Establish equitable rates for research procedures in conjunction with the Finance team and Medicare guidelines. Establish consistent non-federal indirect cost rate for clinical trials. Ensure that rates are judiciously applied across all regions and with all industry partners. Maximizes efficiencies in PSJH size and scope to attract industry partners through innovative and timely budget negotiations and development.

  • Provide strategic guidance to budgeting team and serve as subject matter expert. Direct managers and their teams providing budgeting expertise for all clinical trials throughout PSJH, utilizing coverage analysis to develop competitive budgets with clinical trial sponsors. Determine optimal infrastructure to meet service standards of research teams and make recommendations to leadership.

  • Cultivate and maintain positive working relationships with internal stakeholders as well as external sponsoring agencies. Provide exceptional customer service and outreach to the research ministries throughout the 7 states of PSJH.

  • Responsible for developing and achieving established metrics and other monitoring mechanisms to assure that clinical trial budgeting work flows and processes are meeting the needs of the research teams in a timely and efficient manner.

  • Direct team with high level of expertise in complex federal and state laws and regulations, financial (particularly Medicare), and other matters pertaining to clinical research budgeting.

  • Collaborate with Directors of Contracting and Billing and Manager of CTMS, as well as Finance Director, HRPP, and regulatory teams, to ensure process alignment and adherence to state and federal regulations.

  • Provide strategic direction and oversight to managers supervised and ensure the implementation of initiatives. Establish effective channels of communication for remote team members. Provide professional development for team.

  • Serve as a key advisor to the System Director of Research Operations regarding the direction and execution of the enterprise research strategic plan.

  • Report areas of concern to the Office of Integrity and Compliance and work closely with them to resolve the issue.

  • Participate as an active member of the research administrative team.

Qualifications:

Required qualifications for this position include:

  • Bachelor's Degree or equivalent education/experience

  • More than ten (10) years relevant experience with clinical research budgeting in a highly matrixed organization

  • Minimum of five (5) years of proven experience working collaboratively with researchers, physicians, federal authorities/agencies

  • Minimum of five (5) years expert knowledge in federal and regulatory requirements around research budgeting

  • Minimum of eight (8) years leadership experience

  • Minimum of five (5) years experience working with outside industry in negotiating budgets

Preferred qualifications for this position include:

  • Master's Degree

  • Minimum of one (1) year of experience of effectively manage team members remotely

  • Minimum of one (1) year experience working in an integrated health care delivery system
