Providence Senior Manager, Clinical Informatics HIE Adoption and Utilization in Irvine, California


Providence St. Joseph Health is calling a Senior Manager, Clinical Informatics HIE Adoption and Utilization to any of our locations in WA, OR, CA, MT, AK or TX. This is a temporary assignment that is expected to last 6 months, but could last longer. The position is eligible for benefits.

We are seeking a Senior Manager, Clinical Informatics HIE Adoption and Utilization who will be responsible for leading a broad team of HIE engagement specialists. The Senior Manager is responsible for planning, deploying, and managing the set of activities and resources necessary to ensure that all aspects communication, marketing, contracting, implementation, adoption and utilization of the HIE and HIE Tools are attained and maintained across multiple markets and ministries served by the HIE. This position follows strategic direction and drives the tactical efforts necessary to bring the strategy to fruition. Success in this role requires a wide breadth of knowledge and experience, significant project management and processes development experience, independent provider relationships building and adoption experience, ambulatory EHRs and broad analytic and problem-solving skills, and previous strong management/leadership experience. The Sr. Manager is responsible to work across functions with peers, physicians, and independent clinical organizations to ensure collaboration for shared goals. This role also works with senior management and other peers on strategy development and execution planning.

In this position you will have the following responsibilities:

Strategy Development and Alignment: Collaboration

  • Lead work with HIE initiative sponsors to plan, implement and optimize HIE solutions that support HIE and business sponsored strategic initiatives

  • Works with peers and team to optimize tactics to increase HIE participation and HIE solutions adoptions.

  • Demonstrates leadership, collaboration, critical thinking, and teamwork in addressing decisions and resolving issues.

  • Promotes policies and procedures are developed and updated as necessary to align with HIE permitted and expected uses

  • Participates in developing, implementing and maintaining system wide Standards and Guidelines for HIE solutions

  • Liaison with departments to identify and resolve operational workflows issues related to HIE technology, and issues related to data, data integrity, and interfaces.

  • Works with third party vendors such as independent practices’ EHRs to proactively strategize on development and/or enhancement of clinical information system solutions to meet PSJH business needs.

  • Works with HIE leadership and Product Management in researching and evaluating the effectiveness of technologies that impact clinical users.

  • Maintains an ongoing working knowledger on all aspects of the CURES Act and other federal and state laws and regulations governing or impacting interoperability

  • Maintains an ongoing working knowledge of all applicable Federal, state, and local laws and regulations for all states in which PSJH has a physical clinical presence. Maintains working knowledge of all relative PSJH and local Ministry policies and procedures in order to ensure behaviors that are honest, ethical, and professional.

  • Acts as a change agent working with affiliated and independent physicians and staff in the implementation and adoption of interoperability tools and solutions offered by the HIE

  • Serves as an intermediary between HIE participant organizations and HIE executive and technical leadership, and with HIE product management and Legal/Compliance, and Support.

  • Serves as the intermediary between potential HIE participants and the HIE Legal/Compliance Committee, identifying, communicating, and participating in the resolution of contract issues.

  • Collaborates to identify educational opportunities and ensures clear and adequate communication of team activities and ensuring use of standardized and team awareness of educational materials.

  • Demonstrates ability to take on new responsibilities and grow in progressive and higher levels of management and leadership in the organization.

  • Presents new opportunities for growth and development of the HIE and HIE Tools while fostering an atmosphere of innovation and creativity.

  • Instills a sense of individual Caregiver ownership in the HIE and HIE Products.


  • Under direction of the HIE Executive Director and in collaboration with various SMEs, monitors and reports status of all projects related to the use of HIE solutions to address specific business, clinical, or provider network initiatives

  • Serves as the champion and change manager for all HIE projects within scope across the enterprise. Serves as a positive role model for encouraging others to embrace operational changes associated with the HIE implementation and solution rollout efforts.

  • Manages projects as assigned with attention to detail, expected outcomes, and timelines.

  • Maintains and manages CRM tools for the HIE such as MS Dynamic, MS Sharepoint, etc.

Standards of Performance:

  • Actively supports and incorporates the mission and core values of PSJH in daily activities and interactions with all others. Maintains confidentiality of all information related to patients, medical staff, employees, and as appropriate, other information as required by Federal, State, and Company compliance policies. Ensures compliance in self and team with mandatory system training and education efforts. Consistently demonstrates and incorporates principles of safety and infection control into daily activities as outlined in system and department safety policies/procedures.

Customer Service:

  • Develops and collaborates, using data, on individual and team objectives and capacities in the creation, definition, and advancement/support of new and existing standard operating procedures (SOP) and service level agreements (SLA) consistent with PSJH management, IS, and CI priorities with the goal of providing and maintaining excellent, realistic customer service.

  • Measures and reports on individual and team objectives/SOPs/SLAs as required/requested by CI and IS leadership.

  • Advocates for and supports a collaborative and just work environment that maintains and augments employee engagement and satisfaction with a career at PSJH.

  • Develops and maintains collaborative relationships with external clients/practices to enhance HIE connectivity and HIE product adoption.


Required qualifications for this position include:

  • Bachelor's Degree in Information Systems or Informatics, BA, Health Care Administration, Public Administration or related healthcare field

  • 8 years of related experience

  • 6 years of leadership experience

Preferred qualifications for this position include:

  • Master's Degree or Master's Degree in progress

  • Certification in Informatics
